A special provision is the condition Parliament put on an appropriation — who it must reach, what it may not be spent on, what has to be reported and to whom. These are the ones about this sector, quoted in full.

Water Sanitation and Hygiene Intervention. The amount of Thirty Million Pesos (P 30,000,000.00) of Supplies and Materials herein appropriated under Disaster Risk Reduction and Emergency Assistance Program shall be exclusively used for the provision of hygiene kits to vulnerable families, subject to submission of the Program Implementation Plan and Guidelines.

Environmental Regulation Compliance, Ambient Monitoring and Pollution Control Program. The amount of Ten Million Pesos (P10,000,000.00) herein appropriated shall be used exclusively for Consultancy Service for conduct of special study on Water Quality Resources Assessment in Mindanao River Basin, Basilan, Kapai Tagoloan river basin and in Special Geographic Area (SGA).
